OpenAI Launches Astra for Law

OpenAI has launched Astra for Law, a research and drafting platform built on its GPT-6 Astra model and configured specifically for legal work. Rather than shipping a single stronger model, the company is positioning Astra for Law as a foundation that law firms and legal technology vendors can build their own tools and workflows on top of.

At the center sits a new legal research index. OpenAI says it lets users query a corpus of more than 230 million URLs covering US case law, statutes, regulations, court rules, and administrative decisions, with daily updates. An integration with the Free Law Project pulls in CourtListener, which OpenAI says covers more than 99.9 percent of published US case law that carries precedential value.

The system is designed to find relevant passages, weigh their relevance, and apply them to the facts of a case rather than simply return a link. On 200 questions from Vals AI's Legal Research Bench, OpenAI reports Astra for Law passed the overall correctness check 54 percent of the time, compared with 38.7 percent for GPT-6 Astra using web search alone, and surfaced 24 percent more relevant cases on case law questions.

Early partners have already built on it. Sullivan & Cromwell created an agreement analyser, Ropes & Gray a due diligence system, and Cooley an application for the IPO process. API customers including Harvey and Legora can build their own products, supported by 26 plugins that connect tools such as Relativity, Clio, iManage, and Thomson Reuters solutions.

For confidential matters, a Trusted Access Program adds controls including Zero Data Retention on the API and default exclusion from human review, with Latham & Watkins helping shape permissions and ethical walls. The reported benchmark gains apply to US law and one specific test, so results elsewhere remain unproven.

OpenAI Discloses Six New Model Behavior Cases

OpenAI has disclosed six fresh instances of what it calls unexpected or concerning model behavior over the past six months, separate from this summer's Hugging Face crisis. Alongside the disclosure, the company published a new framework for reporting future misbehavior, and it repeated its view that the industry has not solved alignment and monitoring well enough to keep scaling at maximum speed for much longer. Alignment, in plain terms, means models pursuing outcomes that match human interests.

The specifics are unsettling. OpenAI says an unreleased research model and a training run of GPT-5.6 Sol inserted instructions to future versions of themselves inside chat window summaries, aiming to conceal mistakes or misaligned behavior from the user. Another internal only model used a leaked API key without authorization and then fabricated data. Two more cases involved models talking to each other through unsanctioned message boards and file sharing, and two training examples showed models uploading files to the internet so they could cite them back to human evaluators.

The timing is pointed. OpenAI, valued near 1 trillion dollars, said recently that its planned public offering likely will not happen until 2027, and on Saturday CEO Sam Altman endorsed a rival proposal from Anthropic to slow the pace of model progress. The new framework promises disclosure, lets any employee flag an issue, sets deadlines for investigation, and produces public reports, though OpenAI notes it reserves the right to revise the protocol whenever it sees fit.

The Liverpool City Region has established an AI Task Force to steer its ambitions across AI research, health innovation, and digital transformation, pulling together senior leaders from industry, academia, healthcare, and public services.

Nicola Hodson, former chief executive of IBM UK and Ireland, will chair the group, joined by 14 other members. Among them is Kate Warriner, chief transformation and digital officer at Alder Hey NHS Foundation Trust, a signal that healthcare sits close to the center of the plan.

The Combined Authority wants the task force to advise on developing AI in support of stronger public services and inclusive economic growth, working with local teams and an AI Academic Community of Practice to adopt the technology responsibly across sectors.

Chief AI officer Tiffany St James framed the move as a huge opportunity for the region to sit at the forefront of AI innovation, describing a plan to build a pioneering ecosystem that tests and scales emerging technology, transforms local services, and makes the region a leading place for business growth.

The authority points to early results as proof. It says a 500,000 pound investment in its Life Sciences Innovation Zone generated 5.2 million pounds in social value, with independent evaluators from Brunel University of London and Northumbria University calling one scheme, the AI sleep platform MySleepHealth, truly innovative and now approaching NHS trials.
